My parents will be moving out from the UK later this year (no dates yet) I am 21 starting my bachelors degree in September/October. How will this effect my maintenance loan with my parents not in the country?

It shouldn't - they'll still need to declare their UK income from 2014/15 for your 2016/17 loan (and 2015/16 for next year and then their income wherever they live for your final year).
