God, that one's the absolute worst. And when people use it when talking about the sex attacks in Cologne etc. Bornblue, Scotgrot and some others did it all the time as a sly cop out, probably because it's easier to face the realisation that the implementation of the views they've been espousing for years is the cause of all of it.
