No, it just means they like being comfortable. That or they dance (or do some other form of sport, but leggings seem to be The Thing to wear amongst dancers especially).
Seriously leggings are great though with the only downfall being if you wear them too much jeans start to feel uncomfortable by comparison and you just end up wearing them all the time

I wear MENS sports leggings like 2XU, Skins and Nike ones when I run or bike ride and Im a guy. I wear them with a longer top over so it conceals everything. They are comfy AF and I can see why girls live in them. I dont wear them to show anything off. I wear them because they feel great on and allows me to do just about anything in them.
