You can apply for SF up to nine months after the start of your academic year.
If you want your SF guaranteed to be ready for the start of the academic year, then you need to apply before the end of May. It may be in place for the start of the academic year of you apply after that, but it will depend on how many others apply after May, how busy SF are etc. SF no longer give the guarantee if you apply after May.
