You've posted this before. You got an answer.
The answer is 3. The excited photon falls back to the ground state and loses it's excitation energy in the form of a photon. Therefore the only energy that can be given out is the energy difference between the excited state and the ground state

The system can drop into any lower vibrational state, it does not necessarily have to be the ground state.
