I feel like that's what I did though?
Isn't the H+ conc and conc of the conjugate base the same??

pKa = 4, ka = 1 x 10-4
pH = 3, [H+] = 1 x 10-3

ka = [H+][A-]/[HA]

Hence, the ratio of conjugate base to acid = [A-]/[HA] = ka/[H+] = 1 x 10-4/1 x 10-3 = 1 x 10-1 = 0.1
