I'm assuming you mean part a) ?

The mass at B must be considered to get the result required, by taking moments about A.

The only reason the Mass at B will be ignored is if you take moments about B.

If I haven't answered your question, please be more specific.

I am talking about part a, but shouldnt there be a resultant going upwards at B due to the mass?

The rod is hinged at A, so the rod isn't producing any kind of resistance to the particle because it isn't fixed still - such as is frequent in M1 statics questions.

The particle is also fixed to the rod, so effectively it and the rod become one system.

It's tough to explain, if you need a better explanation I'll try my best.
