As C-Cl and C=O bonds have similar bond polarities, the molecule is likely to less polar hence the overall dipole will be small.
And in methanal the overall dipole will be larger as the bond polarity between C=O is higher than the C-H bond, therefore the dipole movement of the molecule is towards the Oxygen atom.
