Can you get a Z-trans isomer (WJEC) ??

z trans isomer.PNG is this a z-trans isomer? The two priority groups of each carbon are on one side of the carbon double bond, yet there are two fluorine atoms on either side of the carbon double bond. Or, is there no such thing and the groups that are the same have to both be priority groups before you can name them cis/trans?? Many thanks
