I can't see any arguements occurring here? Just curiosity.

I can only speak for myself here; but I didn't have the time to commit to doing the higher tier, knowing I would have to study much much more. Yeah some may call this lazy, but quite frankly I couldn't care less.

I only need a C to get to the next step in my chosen career path, so foundation was enough for me.

The paper won't be released to public until sometime have passed. Also teachers use it for mocks and tests so I can't really post the paper.
