NK and IS are highly equal in terms of weaponry and technology.

North Korea has a massive land force and a huge stockpile of artillery, and another thing is that NK has a infrastructure to build Nukes Isis at the moment really does not

ISIL is a open nation in terms of gathering of information unlike NK restricting travelling and internet making it harder to find people in NK capable of making nukes.

I'm not sure how easy it would be for terrorists to get their hands on nuclear weaponry?However what about an Islamist goverment?Pakistan already has nuclear weapons.The thing is that Mutually assured destruction only works if both sides are afraid of dying and it also relys on people acting rationally.The thinking goes that you'd be mad to use nuclear weapons because you would be nuked in return.However this doesnt work if the opponents posess a sincerly held belief in the afterlife.A lot of terrorists dont care if they die as long as they kill as many people as they can.We know people are capable of acting completely insane and if you believe you're going to paradise then you might not care about the consequences.Which is why MAD is flawed it depends on humans acting rationally and doesnt account for peoples beliefs.Nukes will probably only become easier to obtain as well as technology progresses.
You are just describing Dark Knight Rises plot with Bane stealing a nuke and threatening to bomb a major city. Like the film, your scenario is completely fiction.

I don't. An essay on the topic that I read in Global Catastrophic Risk argued that a terrorist organisation would be unable to build a working thermonuclear device, at the very best they'd be able to build a small dirty bomb. Building a working nuclear bomb is incredibly hard.

Yes.But a nuclear war doesnt stay confined to one area.Theres that whole nuclear winter thing.Although Im not sure how many nukes you'd need to cause a nuclear winter.The point I was making is that MAD is flawed because the assumption is that no one would be mad enough to set off nukes but we have had mad leaders in the past and will do so again in the future.
