I'll be moving into central halls at Teesside and according to their website, any electrical items need to be PAT tested.

Contact the accommodation services to check, but it would usually be something that is carried out on site after you move in (not something that you have to arrange privately ). It's just to make sure that no-one is using appliances which are e.g.incorrectly wired or which might cause a fire.
