Need advice due to reforms

Hello I was just wondering if I would be at a disadvantage by doing only 3 AS levels and carrying them on to A2. Due to the reforms I wouldn't be getting any AS qualifications at the end anyway (i think) AND its very likely that i would drop one if I did 4. My question is would universities care if you only studied 3 AS levels.
I would like to hopefully apply to top end universities for Economics. My options are currently Maths, Chemistry, Economics. The extra one would be Eng. Lang.
