That's the problem with young people (or just you) these days! You abbreviate everything and don't use apostrophes! *grumble grumble*

Every local authority is supposed to have a Safeguarding Children's Board who survey the treatment of children and young people in partnership with other local authority partners such as social services, the police etc. They coordinate any collaboration that occurs between these types of groups.
