You can't just do an A2.
You can do an AS which is the first half of an A level.
If it's an old specification subject you can then separately do the A2 exams and combine the results to gain a complete A level.
If it's a new specification subject the AS exam is optional and you would be tested on all of the two years of study in the final exams.

It's not possible to study just an A2 by itself, the AS is a mandatory part of the qualification.

Are you sure them describing it as just studying the A2 is not because the exams are all sat in the second year?

Not sure how this comment relates to your original question.
Level 3 GCE is just another name for an A level.
If you are a student in England taking all exams in year 13 implies you are taking subjects that have changed to use the new linear specifications. In these circumstances some schools take the optional AS exams in year 12 and some don't. There are pros and cons of either approach but the final A level qualification is the same.
if you are an international A level student it is not uncommon for students to take all exams at the end of their course even though they could sit them in a modular fashion.
