I think a future employer would definitely be more impressed by an Ox degree... both in the UK and overseas

A future engineering employer doesn't much care. They are looking for good employees not "good" universities.

Completely agree. The quality of the degree (eg. first or 2:1) matters much more than when you got it.

But that's for the benefit of the student, not necessarily the future employer. So yes an Oxford (or wherever) education could be a good thing, but it's up to the student to make the most of it.
Also there's more to choosing a university than just league tables. (Different league tables rank them differently depending on their methodologies. Read beyond the headlines...)

Doesn't apply for engineering, in fact engineering employers are quite wary of the overly theoretical nature of Oxbridge engineering degrees. There's a certain stigma that you wouldn't be as prepared for the workplace (unless of course they spent their time wisely to make up for it with projects/placements etc) as you wouldn't have the right practical skills.
But overall Oxford would open up more classically lucrative jobs in finance, quantitative trading etc..

Why does it matter? League tables fluctuate yearly and positions vary between different tables too. Oxford is probably going to be above Surrey in more tables over the course of a given time frame than vice versa, but league tables don't matter. At all. There are advantages to Oxford, such as the more general course giving you a taste of a variety of different disciplines before specialising, as well as the collegiate system, but Surrey seems to work hard too, particularly with getting links to employers and offering year long sandwich placements.
If you're a good candidate you'll be attractive to employers whether you attended Oxford or Surrey.

as long as a uni is the right fit for you, you're good
