Not that I see. That rule is there for a reason, so use it, it isn't much.

but the specification literally says they dont set questions based upon the change of base rule (the bit that i outlined it red) so i must be doing this wrong

Then the only other thing I can think of is using your knowledge from FP1 concerning roots of quadratics and applying it to this scenario.

5=2 to the x and 3 =2 to the x
Log 5 / log 2 = x and log 3 / log 2 = x

And them like you would normally fractions to get the answer then apply log ab = log a + log b
