Contrary to what others have suggested your question has actually got nothing to do with tense. Blowing marks the aspect of the sentence. Aspect is whether an internal or external perspective is taken on an event and whether it is completed. The present progressive form (-ing) marks progressive aspect which means an internal perspective is taken on an ongoing event (the man is looking at himself). You can only mark aspect when you have a complex sentence where another verb is marking tense (stopped).
