The Community Team (CT) have tried everything they could, but he still comes back.
And nowadays most IPs are dynamic, meaning that it changes frequently.
So IP banning on dynamic IPs could end up giving a legitimate user an IP ban
Likewise when banning school/university/library IPs.114,607
