P.ej: la casa azul, la azul casa- do they both make sense?
mis mejores amigos, Mis amigos mejores- do they both make sense?

No, they don't both make sense. Colours usually go after the noun so the only correct form is "la casa azul".

"Mejor" tends to be used in the same way as English in that it's usually placed before the noun so the correct form is "mis mejores amigos".
