What does "glacial" mean?

Acetic acid is still what ethnoic acid is commonly known as

Acetic acid looks like ice when frozen. It freezes more easily when it is pure (freezes at a higher temperature). Thus when you remove water from it, it tends to freeze at room temperature (specially in winter) and thus looks like ice, hence the name (glacial comes from glacies, meaning ice in Latin).

Tl;dr: Anhydrous Ethanoic acid.

Vinegar by definition is acetic acid + water, sugar, colourings/flavourings, trace amounts of ethanol, etc.
Thus 'no water at all in the vinegar' is an oxymoron, but you're correct that the acetic acid is undiluted, so that its concentration is 17.4 mol/dm^3.

i don't understand??? so it does have water? so what's glacial supposed to mean then?

Glacial ethanoic acid = pure
Vinegar = solution of ethanoic acid in water.

As I said above, vinegar will also contain many other organic compounds, at least if it is made by the traditional process of brewing.
