Grade boundaries are generally published the day before results. They are produced after marking and a detailed analysis of the results, They may not have even decided them yet. They will be on the Edexcel web site and are easy to find.

No. According to the Edexcel web site Results day is the 23/2. I have no idea why it is so late.
