I'm not sure but would it be something to do with the electronegativity of each element ?

You need to look at the shape of the molecule (the lone pairs etc.) and then see if it is symmetrical in which it may cancel out dipoles. If it is asymmetrical it should have an overall dipole

Maybe.

If you take the OP at face value, s/he is being asked about the O-H molecule, which has only two centres, so cannot be symmetrical (since it is not elemental).

But, if we assume the OP was asking about H2O, CH4, BCl3 and CO2, then you're correct.
