There are multiple variants. It is incredibly complicated; there is a great deal of mathematics behind it, of course (not that I tend to use it explicitly if I play; I go by intuition generally), and then there is the matter of position, of the tendencies of your opponents, and, of course, luck. However, if you play very low stakes, one can typically win money slowly through rather simple and easy to understand strategies, since you get a lot of not so smart or not so experienced people playing at these stakes. I'm not very experienced myself but if I focus I can make a little bit.
The rules are very simple though, so if you meant it in that sense, then no.
