If gamma has no charge then why can it ionise air in a gieger muller tube?

It can give energy to the outter electrons of atoms. These electrons then have enough energy to escape their energy levels or structure and be emitted. Which ionises the atoms.

Gamma particles, so gamma rays are conductors of energy for electrons, as in the photons too (but stronger!). And this energy transfer leads to escaping electrons in electron shells, so ionization. This works also for air molecules in muller tube.
