there was 'silk road' that was shut down by the FBI 4 years ago and there must be so many more marketplaces on the 'dark web' that they can't find/trace

I think the main reason is because it is keeping you anonymous . So instead of direct connection, it makes a connection between each relay of the (three) circuits. In simple words instead of directly connecting it goes all over the place and then hides your IP address and then connects. And mobile usually has low processor speed. Although I don't know much about the technical stuff

It's real; created by the CIA so that they could have an untraceable/anonymous form of communication, but in order to make it truly anonymous they had to make it public. It can be accessed through TOR, but because it's anonymous, this means that a whole heck ton of illegal stuff can take place and it's very difficult to catch the culprits. So if you decide to go exploring, be careful.
