COPA??

I'm an international student studying in the UK and I recently heard about the COPA.
I just wanted to make sure I have a clear understanding of COPA. COPA is only for people applying from overseas right? Students like me who are currently studying for the A-Levels in the UK (but have a overseas qualification) just have to fill out the SAQ, is that correct?
