Legal issue for essay

I have to do a 3,000 word essay/report (which also has to include a 1200 word plan and similar debrief) on an issue relating to law in the uk (mainly Scotland, but it doesn't necessarily have to be). It is worth 1/2 of my overall grade for the year!

I have no idea what to do it on, every issue i think of (tax avoidance, jury system, not proven verdict, prisons being too soft) is either too vast for 3,000 words or too narrow, or so generic that it has probably been done-to-death over the years, so much so it's impossible to argue something the lecturer hasn't read countless times already.

Can anyone think of anything that might be suitable??
