EDW and EWG?

how do EDG(Electron donating group) and EWG(Electron withdrawing group) affect the position a group is added on on a benzene ring?

Do you talk about mesomeric effects +M/-M and inductive effects +I/-I

So, EDG that are activating direct electrophiles to the 2 and 4 positions (4 being more stable one)

Also, why are the halogen groups EDG, but they are deactivators? What does that mean?

and EWG are deactivating which direct electrophiles to the 3 position.
