I don't think any university actually guarantees you a placement year, because it's done via an external organisation who will have their own recruitment processes.

You can do summer internships/placements. Whether doing enough to add up to a year is equivalent to a year in industry is up to the person viewing the CV... and it would be quite difficult to do that many too, as many organisations are primarily looking for penultimate year students.

Essentially, yes. Some companies set aside places specifically for X University's placement students (but that does not guarantee that said students will automatically get the placements), but a lot are also advertised on the open market.
