When a river loses its energy as it reaches the ocean and is therefore no longer able to keep its sediment load in suspension. However, the strength of the river (and sediment load) has to be high enough (greater than tidal and/or wave forces) to allow the sediment to build up into the ocean, otherwise some other formation such as an estuary will form.
