No ideas at all? It might help you write 400400 as 4×1024 \times 10^2
convert 3.6 x 10^4 into 36000
that leaves us with 36000 / 400
aka 360/4 which is 90
90 = 9 x 10^1
(i could be wrong sorry! it's been 5 months since i've done maths)
