difficulty with passing legislation

As a part of my course, I have to do a research project and as I'm applying for Law I decided to make my question relevant to the subject.

What I'm trying to research is whether the government has difficulty with certain types of legislation? that's meant in terms of passing a Bill.

I'm having difficulty finding any information and so far I've had no luck with anything specific. Can anyone point me in the right direction?

PS- I'm not asking for answers, just a research point, for example, ethical issues?

Yes they do in some cases.

Lots of examples there for you to pick from.
Technical changes to law, as suggested by the Law Commission, tend to be politically unattractive.

There is therefore a special parliamentary procedure to ease their passing. http://researchbriefings.files.parliament.uk/documents/SN07156/SN07156.pdf
