That will always be their goal, it may be that sometimes they have to leave stuff out or such parts or instruct you to self teach parts if they have a slow group that just can't cope with the whole thing.
They should do. It is in their interest to teach it all and then give their students the best chance of getting the top grades. Some will even teach above and beyond the spec so that you can show off in your exams. I do however know that departments which dont perform well tend to be the ones who do not teach the content needed or lack in their teaching. On the most part, 9/10 they do.
