Read the question slowly and digest the info as there isn't much thinking involved.

θ\theta is the difference between the liquid's temperature, and the surroundings.

In the specific case, we have 'surroundings' temperature being the room temperature. We are told the room's temperature is 10 (degrees C) at all times.

After 1 minute, hence at t=1t=1, we have the liquid's temperature being 70. Therefore the difference is θ=7010=60\theta = 70-10 = 60, and thus we obtain an equation; 60=keα60 = ke^{-\alpha}.

We need another equation to specify k,αk, \alpha. We can obtain another by considering the initial temperature in the exact same manner.
