Absolutely, it's not so much a question of whether you will get the opportunity and more a question of whether you take the opportunity.
People tend to be unsociable (like me) when it comes to focusing on exams and essays.

Yes- if you live in halls then you have potentially hundreds of people living around you can meet and societies are a good way to meet others too.
