That's your question to answer. You should undertake a bunch of research and try to make an informed decision.
Look at accommodation (look at how far the affordable ones are from the uni buildings), look at scholarships, course content (they're going to be the same), think about the type of campus you want to study at, think about the cities/tows and the shops/restaurants/cinemas/dog babysitting places etc etc available at each. You need to do this research yourself! It might make it easier to create a Word Doc and fill it in as you research, perhaps rate out of 10 the accommodation and shops etc. It is a lot of complex information and it's sorted through an objective discrete system.

How is the International and domestic reputation a bad criteria? For some of us we have a stretch budget so don't have the privilege to worry about the accommodation, cheapest option in each Uni will do. In addition, graduating from a highly reputable University does increase your job prospects formally and informally. There's a reason most CEOs from the public, private and NGO sector are graduates are from Oxbridge, UCL, Imperial.
Yes, it’s usually because they are privately educated and from families of high wealth, not because of their university.
... and also because when working class state students go there, befriend well connected people and leave with a good grade from a University that sells well.
