Does he like me?

If a guy has hung out with you several times, does it mean he likes you?

cuz for most of the hang out, I initiated it. But last time he suggested we should grab dinner soon. I really have no clues
He does like you if he spends time with you but it does not necesserily mean he likesyou romantically

It depends. Guys and girls can hang out as friends, you haven't really given much context apart from him suggesting dinner.

just not sure if it's in that way

either way just say how you feel, worst that happens is he says it's not in that way - nothing gained or lost
