It depends if you are coming across creepy, you are too open and she was shy, she was seeing someone, your age vs her age, if you see her a lot it makes her uncomfortable, there are so many reasons. Unless there is any chance you have intentions of trying to date, I wouldn't bother saying it. Things like, that's a pretty dress, or lovely hair today are far less sexual than 'you are hot'
