This may be the only way to stop it

Basically these teenagers come from homes where they can't afford food, clothing, school items, and have resorted to crime.

The future for them is slave wages and never being able to afford rent.

So should we propose amnesty ?

No thanks, Jail seems a more attractive proposition

It's a fair trade.

Give yourself up and your past crimes won't be prosecuted,

but they will if you commit more crime.

Criminals are emotional people, who have an obsession with "getting respect". You can't fight fire with fire and thraten to crack down even more on moped crime, the police by now have ran out of ideas.

Then what in 3 years? more amnesty? we need to crack down on these people and punish them until they learn. I would support a fake amnesty where we take anyone that asks for amnesty and lock them up

There's always a job agency with plenty of work available. They're just lazy af, rather steal someone's possession than work to buy their own, minimum wage or not.
There are gang members that come from good homes, good families and still choose to be involved in gang violence. They should all be punished for their crimes but crimes like theft usually mean that they’re just trying to survive and so they should not given prison sentence but a different punishment and should be given help. The ones that murder and rape though... should be so freaking punished.

You don’t need a source. It’s common sense!

Common sense would just be that someone wants something and there is an easy way to get it. Why would you assume they are desperate when they are more likely to just have poor impulse control/ not developed empathy.
Everyone has an opportunity to rise above minimum wage through education, self employment and training. These criminal youths have chosen a life of crime, only a few in similar circumstances makes the same choice. They carry weapons with intent to kill or maim. As such they should be treated as terrorists. Amnesty will be seen as immunity to the law - it would encourage an increase in crime. Things that would probably lead to a reduction in crime are -1. More severe penalties2. Eviction of families from council properties3. Equiping police with proper pursuit vehicles - ie scrambler bikes4. Loss of driving licence for repeat offenders - the thing they hate most5. Using bait bikes to entrap them

"these teenagers come from homes where they can't afford food, clothing, school items"

That part is catagorically and statistically not true.

They come from lower-income homes, yes.. but those that come from homes that can't afford food/clothing/school items make up a tiny minority of offenders.

If you sensationalise your language to try and make people feel sorry for them to the point of lying, people will resent your position more.

"slave wages"

Slaves didn't earn wages... that was kind of the point of slavery

again: If you sensationalise your language to try and make people feel sorry for them to the point of lying, people will resent your position more.

"never being able to afford rent."

Even on minimum wage you can afford cheap rental accomodation, if no council or goverment support is avaliable. If you are earning less then mimum-wage, then you should pool together with others to find a place to live until you can increase your earnings, stay with your family/friends etc.

again again: If you sensationalise your language to try and make people feel sorry for them to the point of lying, people will resent your
position more.

As for your actual point: Amnesties only work if they are accompnied by a policy change. So for example if you had a lot of children at school stealing pens.. and you say "today, there will be an amnesty on stealing pens.. anyone who comes forward and admits it, will not be punished... and from tommorow onwards, every student will be provided with a free pen each term, and anystealing will be dealt with even more harshly"

You have a potentially effective measure there, where
First: people admit their guilt in return for a blank-slate
Second: the circumstances change, so to remove some of the root causes of the problem in the first place
Third: everyone now enters the new circumstances on an even playing field, and the whole situation starts fresh

So in your case, yes an amnesty may be effective.. but ONLY if its paired with a set of policies that target the causes of moped gang crime.

If you have the amnesty without the change of circumstances, people will admit their guilt, have their record wiped.. and then find themselves in the exact same situation that caused them to commit crime in the first place.. and they will do so again.

The tricky part obviously is that in the case of moped gang crime, identifying the causes are not as easy as say kids stealing pens in school (and even then there are more variables then just that some kids don't have pens..). Income/poverty does play a part - but doesn't explain the entire problem, and can't be the only way you look at solving it.
Maybe the real solution is for people to stop wandering around like zombies eating the bilge fed to them by constant devotion to Lord Facebook et al? After all, anyone who is anyone knows you don't wave your Cornish Pasty around in St Ives harbour if you know anything about anything, yet people seem quite happy to waft a £1000 phone around as if it were a piece of worthless paper.

Are you suggesting an amnesty for seagulls?

Don't see the point, is it not unreasonable to expect humans to act a little better than wild animals?
By slave wages you mean £10 per hour, the same money that ALL shop workers waitresses dustbin men police men etc earn. If you think that the prospect of being on the same wage as 80% of the population is an excuse for throwing acid in people’s faces and stabbing them then you are mistaken. These moped gangs may come from disturbed homes but finance is not the issue.

I never suggested an amnesty for scooter robbers. But giving out brain cells to would-be victims might go some of the way to helping the problem.

If you believe that then you'd believe anything. I have, for a short period only, a small quantity of genuine and rare Saharan sand for sale. It is limited edition sand and is likely to appreciate in value over the years. I could do a special deal for you at £5,000 a tonne, delivery included.
I’m sure their victims would be thrilled with such a scheme.
They must learn they did something wrong, and the real problem is society. They have nothing, their parents are probaby lousy, not surprising what happened really. Something drastic must change so that kids like this are identified and helped before they turn to crime.

My solution is to stop letting everyone have kids.
