Introduce a new Act of the Union to act as a codified UK Constitution which reforms the UK political structure into a federation between the four countries of England, Scotland, Wales and Northern Ireland (and the Crown Dependencies and Gibraltar if they one day decide to become fully British) setting out the powers reserved to the federal level

Introduce a new British Bill of Rights to be part of the codified constitution which will replace the existing Human Rights Act 1998 with a constitutional convention tasked with this made up of representatives of the political parties, academia, civic society and members of the public from all four nations

Introduce the Right of Recall to allow voters to sack their local MP. If 20% of an MP’s constituents demand it, within a period of eight weeks, a recall ballot will be triggered

Introduce Confirmation Hearings that will require Commons Select Committees to vote to approve the appointment of any new minister, senior civil servant or senior diplomat before they get the job. They will also have the power to veto such appointments. The same rules will apply to senior appointments to quangos and inspection bodies

Make the Deputy Prime Minister a permanent role in Government who by right of office would be the First Secretary of State and will become Prime Minister if the Prime Minister is temporarily or permanently incapacitated

Replace Police and Crime Commissioners with Sheriffs, with real powers to direct the local police force priorities, responsibility for supervising prosecutions and punishments, appointing and dismissing Chief Constables, set their own targets for their force, make their own Policing Plans, control their own budgets, have the power to order and drop prosecutions and supervising sentence criminals

There will be local offender management services set up who will be accountable to the Sheriff and acting on instructions of the Sheriff having responsibility for purchasing space in prisons and other ‘disposals’ with regards to local wishes, Criminals shall serve their sentences whether in prison or not, under the authority of the Sheriff whether in prison or not

Elected Sheriffs will also have the power to set local sentencing guidelines for their jurisdiction. An area where the Mayor’s jurisdiction is congruent with a police force area (such as London and Manchester) the Mayor shall exercise the functions of the Sheriff

Reconstitute the Crown Prosecution Service to a set of local Crown Prosecution Offices which will be answerable to the Sheriff for their success in securing convictions
•
Begin process of bringing police and fire forces in line with metropolitan and non-metropolitan local government boundaries, including local police forces for each of England's 48 ceremonial counties

Have all police officers wearing duty belts that consist of a handgun, a Taser, an expandable baton, pepper spray, a set of handcuffs, ammunition magazines, gloves, torch and a two-way radio

Invest more money and power into the National Crime Agency, including expanding its number of officers and staff and extending its policing powers with the creation of a ninth NCA command on terrorism which would focus on the co-ordination and leading on UK-wide national counter-terrorism matters transferred from the London Met. Create a new larger main HQ for the NCA in London as well as regional hubs for each of the other regions of the UK

Take a tougher approach to sex offenses carried out by young people, notably at university campuses and holiday resorts abroad (such as Zante). Have the NCA (and local police forces) carry out an operation focusing on the matter with perpetrators facing full force of the law at home

Set up a separate legal jurisdiction for Wales. Wales will oversee its own criminal law, policing, prosecution, public order, courts, prisons and probation, the Royal prerogative of mercy, drug classification, weapon and explosives

Create a new High Court of Wales to act as the final resort for criminal law in Wales
•
Allow the Welsh Parliament to reintroduce capital punishment for certain crimes
•
The Royal Courts of Justice for Northern Ireland to be the last resort for criminal law in Northern Ireland
•
Maintain and respect the Good Friday Agreement, Northern Ireland’s unofficial constitution
•
Work with Northern Ireland parties to insure the Assembly is running 24/7 and only have direct Westminster rule as a last resort
•
No funding for religiously biased schools in Northern Ireland and ensure all state-run schools are secular in nature
•
