You are given formulae, so what's the issue you're having?

Its not as straight forward as you may think. The formulae only help with the first step and then to obtain the actual estimate requires some thought...

Can't see all your working, but looks like you're on the right lines and virtually there, so:

70 people, implies 10 percentile will be (10/100)x70 = 7 th entry.

First 2 are in the first class (30-31), and next 5 will be in the second class (32-33)

Second class has 25 entries, so desired entry is 5/25 of the way through the class.

Class width is 33.5-31.5 = 2.

So entry is (5/25) x 2 into the class = 0.4

Lower class boundary is 31.5, so entry is 31.5+0.4 = 31.9.
