Medicine Reapplication - Imperial

I applied to medicine for 2019 entry, recieved a rejection from Oxford, 3 interviews and a biomed conditional offer. I've recently started to realise that I don't want to go to the other 3 unis and I was never going to do biomed anyway so, while it's still early days, I'm considering reapplying for 2020 entry and I'm considering Imperial so I wanted to know if you can apply to Imperial for Medicine without having applied first time round. I know you cant at Queen's Belfast so was wondering if there were any other unis where it's like that.
That's a highly unusual policy and I am not aware of any other uni who do that.
