Does anyone know if the York access scheme will lower my entry requirements?

Yes but you should contact them and clarify. my understanding is they take your circumstances into account, which if accepted would lead them to be more sympathetic to your application.

No it will not lower your entry requirement, however doing Next Step York will lower by 2 grade.
