Civil Service Direct Appointment Scheme 2019

Hello, as FSBs have started for the 2019 Fast Stream and rejections have also begun, I thought it would be a good time to start a thread about the Direct Appointment Scheme (DAS) to provide information and a space to talk about the DAS.

I have seen a few questions about the DAS in the main Fast Stream thread, with a number being repeated, so having its own thread could be beneficial even though it is quite early.

You might be contacted about the DAS if you either failed the FSAC with a high score, (>8), or if you passed the FSAC but failed the FSB again with a high score.

Having read through the 2018 thread, here is the information I have gathered about the scheme:

The first emails were sent out at the end of February, with some being as late as April.



The email contains an Expression of Interest (EoI) and lets you know that there could be interest in hiring you through the DAS. You fill out the form with a preference of your location and start date.



At this stage, your email will indicate whether it's an EO or HEO position you're being considered for. There will be an FAQ attached to the email. Whether you're offered an EO or HEO role seems to depend on your FSAC score. Some with scores between 9-10 were offered HEO roles. I'm not sure what the cutoff score was, it could depend on the department or scheme you applied for.



There can be a wait up to 3-4 months to hear back once you've returned your EoI. Some people heard back within a month.



Responses come back department by department, BEIS was the first last year, followed by the Foreign and Commonwealth Office (FCO), DEFRA, DExEU, Home Office, MoD. (I may have missed one or two, they are not in order of responses other than BEIS being first)



You are contacted to let you know one or more of these departments are interested in you. It can take a month or so to be contacted by the department directly.



Once contacted, you arrange an informal phone call to discuss your role and suitability. It seems this is a friendly call with no prior preparation required.



Once offered a role, you go through the standard pre-employment checks. This can take 6-8 weeks. For some roles such as MoD, you may require a DV security check with can take 3-6 months.



Start dates seemed to begin from June-July onwards.

EDIT 1:

It seems that you don't need to have a score>2 for all competencies to be offered a role through the DAS. Paceyw1972 was offered an EO position with a score of 9.87 with 1 competency below 2.



EDIT 2:

We have confirmation that departments have been contacted regarding taking on candidates through the DAS by -=|Jay|=-. (12/2/2019)



We still don't know which departments will be hiring through the DAS but this shows the ball is rolling. Hopefully means we'll start hearing by the end of February like last year.



EDIT 3:

And so it begins! Melodilicious has received an EoI email for an EO position with a FSAC score of 9.37 on February 22nd.

Their post contained the following information:

"So the post seems to be for an EO role, it said i did great at the fsac thats why theyre offering this. There will be no further formal recruitment process, you can just chat to a representative of the department they give to you which will only be tthe one.

On the form itself you have to list your holidays for the past 5 years, details of where you want to work and which departments you are interested in"

In a further post, they also shared:

"It also says that posts will not be offered to start past 31st of August. Pay grades will be between 24k and 28k depending on department, there will be additional london weighting as well to these salaries"



If you haven't heard yet, don't worry, last year the EO offers went out first followed by HEO offers a few weeks later. Best of luck everyone!

I'm going to try and keep a list of what FSAC scores got offered what position, and what scheme they applied for, to see if we can find the cut-off. If I miss any scores, please let me know!

9.82 (1 competency <2) - EO - PD & HR (Some doubt about this score. I've kept it in for the sake of completeness but take with a pinch of salt)

9.37 - EO - DDaT

9.29 (1 competency <2) - EO - PD
9.25 - EO - Economics
9.17 - EO - DDaT & PD

EDIT 5:

On the 15th March, HEO offers started going out to candidates who failed at the FSB stage for the Project Delivery fast stream. It makes reference to assigning positions based on FSB score, which is different from the DAS which is based on FSAC score alone. It also appears to be only open to those who failed PD FSBs and no one else. It is unclear whether these candidates will also be offered roles through the DAS if they either refuse or don't get offered a solid position through this.

For these reasons, I am not taking down scores and schemes applied for as I did with the EO EoIs in February and will wait until actual DAS EoIs are sent before updating again.

EDIT 5.5:

Huge thanks to anna24508 for getting in touch with the DAS to find out more info about these PD offers and whether it excluded you from the main DAS. They're response was:

"If you decide not to apply for these roles, you will still be eligible for other DAS roles when the scheme fully opens in March 2019."

With this confirmation, I won't be recording candidates scores for those offered these PD DAS roles.

EDIT 6:

A few hours after the PD specific HEO EoIs went out, a generalist HEO EoI went out to those with high scores and had reached the FSB stage but ultimately weren't successful.

As I did with the first round of EoIs for EO positions, I'm taking down scores and schemes for candidates which received these Generalist EoIs.

EDIT 7:

Another round of HEO EoIs went out on Friday 29th March, one day after the return date for the last batch of EoIs. The return date for this round is 12th April. This round appears to be for candidates that scored highly at the FSAC but did not reach the FSB stage.

As with all previous batches of EoIs, I will be taking down the scores and (where available) the schemes the candidates had applied for.

It appears that the departments pick you, not the other way round. Some people had more than one department interested in them so in that case I believe you would have a choice.

If not, you can always move around the civil service and apply for a transfer once your 6 month probation period is up.

Thank you for all this info! I failed Finance FSAC with a score of 9.33, so will follow this and give update if I receive anything.
Just to say I spoke to Parity about this. This could be inaccurate because we all know parity is a bit of a mess, but they said FSAC scores, not FSB scores are taken into account. But I've seen that most individual schemes that have FSBs seem to run their own DAS separately so I can't imagine they would ignore the scores completely. Maybe she meant that the fact we passed the FSAC is taken into consideration, whether or not we did well for the FSB?

Yes, as far as I am aware, it is only your FSAC score that's taken into account when deciding whether to offer you a chance at a position through the DAS.

Further on when actually assigning you to departments, other factors might come into play, such as your education, work experience, fsb score, etc. but I am not sure.

I'm sure with a score like that you'll be offered something, likely an HEO position. Last year people with scores in the 8's got offers, I can't imagine it will have changed dramatically from that this year.

Also with the elephant in the room (Brexit), it's possible there will be an increased number of direct appointments this year than last.

Here's hoping! As far as I know at the moment the FCO haven't decided if they're participating in DAS. The fixed term EO contract I was told on my internship induction was available is also "under review". So we shall see!

I can't remember where I got this idea but I was under the impression that HEO was offered to people who passed FSAC but failed FSB and EO was for people who failed at FSAC. But given the range of FSAC scores that seems a bit unlikely/unfair... given that someone could have gone to a FSB with a 9.55 but others are failing with scores in the 10s!
I pray to god if I get offered anything its not related to Brexit

Yeah, I think it's just whatever departments are requiring new staff. Both BEIS and the MoD have graduate schemes advertised just now so I think it is likely they will look to hire from the DAS. Last year DEFRA hired a lot too, likely due to a large number of laws and regulations previously decided at EU level coming into the U.K.'s control.

Last year there were people who failed FSAC with high scores who got offered HEO positions. I think it is purely based on your FSAC score and not if you got through or what scheme it was for.

Just to add I remember in the main thread before Christmas someone who failed the PD FSB was told that there should be a good number of roles coming up. I don't think they directly mentioned the DAS but I assume that's what it was.

Thanks for starting this thread. I just found out I failed the FSB for DDaT, so I'm hoping for a DAS role now (I got 10.57 at FSAC). I'll update if/when I hear something.

I tried to console myself by trawling through the 2018 DAS thread last year and people who failed at FSAC definitely got offered HEO roles as well as EO. Nothing to say it will be like that this year though.

I honestly can't see S&E offering me anything with such a low score of 9.67, especially when loads more people would have scored higher than me and/or got really close at FSB. I felt quite optimistic after finally finding out I'd failed last week but now I feel quite down/despondent about the whole thing :0(

Teeberry - I’m sure I saw someone post on this year’s thread that they got DAS last year with a lower score than that. And Sci & Eng is going to be specialist roles so they can’t offer that to everyone! Fingers crossed xx

Thanks Sophia! I saw people with scores in the 8's being offered DAS, however I have a feeling the majority of these were generalist type roles and/or Brexit focused ones. I'm worried that I'll be less successful due to only being interested in such a niche specialist stream!

But I'm going to try not to overthink it and be open minded with whatever may come up!! At least the DAS can keep us going for a bit. I forget, is your FCO appointment an internship?
