I'm quite introverted too so i get what you mean. Maybe you can work up the courage and go up to him one day and introduce yourself like "hey i know we've been neighbors for quite a while but i don't think we've ever introduced properly. my name's____,what's yours?" or sth like that. And then maybe you can be friends with him :wink:
