Why do muslims, Sikhs, blacks and Indians need to be included considering the UK is predominantly white and Christian/ atheist? Is there a % of population threshold that must be exceeded before any one group can be considered necessary to include?

That was rather my point actually. Although from a percentage and political perspective it does rather made sense to ignore rather small minorities in favour of larger ethnic groups.
