Problem Question Help! - IRAC Method

Hello,
Thank you for taking the time to read this. This is my first time answering questions like this and I'm struggling! I should answer these questions with the IRAC method but I do not know the correct way of doing so. I understand that I need to break down the problem into its constituent issues and apply the Act to each issue in turn but how do I apply that into IRAC?

So take something a simple example; Can silence amount to acceptance?

Issue - can silence constitute acceptance?
Rule (Law) - This is the law part, what case(s) does or does not demonstrate this. Is there a general rule, any exceptions?
Application - This is where you apply the rule(law) to the question/problem/scenario
Conclusion - What is is the outcome or likely outcome of applying the rule(law) to the question/problem/scenario?
