Where should I apply for a student loan?

I am from England but have lived in the Republic of Ireland for the last 18 months. I have an offer from Dundee University, who have given me EU student status, and therefore reduced fees which are paid for by SAAS in most cases. However, when I gave my details to SAAS, they said I was an England student and couldn't get my tuition fees paid for. So it looks like I might need some finance for the (still quite small) fees, but I'm not sure how or where to apply.
