If you have a microsoft 365 subscription you should be able to download and OneNote. I've seen people draw on there with a stylus not used it myself though.

One Note works pretty well I think, I have been using it for interactive project supervision over the web during lockdown where several of us can view and scribble on a doc or data plot in real-time. Its pretty good at pen input, turning that into text and drawings, can type set and solve equations etc. Drag and drop works for embedding pictures etc, though it doesn’t really embed pdfs well. Free and backs stuff up to the cloud though you should never trust that alone for mission critical work.

Ipad Air 2 and a stylus similar to apple
pencil but not apple as it doesnt work with my ipad

Notability, bit pricey but it's brilliant. Works so much better with Apple Pencil though, but once you buy it through the AppStore it's yours to keep and download onto a new iPad which has the pencil capability.
